Bullying is defined as any intentional written, verbal or physical act, which under the totality of the circumstances has the effect of physically harming a teacher or student or their property, or fear of such effect. Bullying does not include a mutual fight between two students of roughly equal strength. Taunting is defined as causing an atmosphere of intimidation or humiliation, which diminishes the respect of another student or teacher and results in emotional distress.
